Sounds similar to the Australian Seniors card or the old aged pension card.....Having turned 65 I get free medical, A$5.40 per prescription for medicines, free car registration, discounted public transport, electricity, phone rental etc.
 
no, this is all from private companies, nothing from the government. the AARP card is available at 50, and cost I think $25.
 
The National Health Service give you free MSRA with every hospital bed!
Free Travel card so you can get mugged whilst on the move.
Cold Winter fuel allowance in certain countries only (inc some HOT ones).
