Ring beam completed pre cast floor beams come today 50mm thick , then we will pore 9 cube of concrete 240 strength over this with 200mm square section rebar

What is 240 strength concrete?

I've been out of the game for a long time...

I think I'd already got there. Some unusual Thai strength measurement. Equates to around 24 N/mm2 in proper language I believe.

Now to determine what "200mm square section rebar" is? Any ideas?

Mahdam beat me to it Yorky. I was eating my fish supper. I could add the 200mm refers to the size of the square, should you still be in doubt.
 
I had also figured that one out (I think) by going to the specification for the floor slab in my house. It's 150mm thick (but without precast slabs under) with 12 mm mesh reinforcement at 200mm centres.
 
We used to refer to it as "reinforcing fabric" and the squares were 8 inch when I last used it.

Yes, we used the phrase "reinforcing mesh" but things change. The 12mm bar mesh at 200mm centres was used for the floor slab and flat roof in my house. The drive is reinforced with 6mm bar mesh at 150mm centres.

This is the bar for the flat roof slab (obviously not welded mesh sheet):
