Dr Robert Lorimer Pendleton was an American soil expert who worked for the Dept of Fisheries and Agriculture here in Thailand starting in the mid 1930's. He was interned during the war and returned to America but upon retirement he made Thailand his home until his death in 1957.
 
In the photo of the carts, in the background you can see a vehicle.

Other than that there is really nothing to tell if the photos were 18th century or 20th.
Those carts are amazing, they must be made of woven cane or similar.

I have photos of my village that I took when I first visited in 2004 and it was a far better place back then, lots of trees, no rubbish, nice grass areas, no stinking dirty cow pens in everyone's back yard, no ugly barbed wire fences, no concrete structures etc.
