The tickets are on sale each year from an office up on the first floor of the main City Hall Building. Just walk in through the main front entrance and go up the main staircase straight ahead of you. You then go up a sloping ramp and turn left at the top. The office is straight ahead of you. There is usually someone there who speaks English.
It is unlikely they will have the tickets ready just yet but you can put your name down for some and they will contact you, they say, when the tickets are ready.
I did all this last year but went back myself to check from time to time until I got the tickets.
