My wife tells me they are actively dredging and increasing the depth of the reservoir.I understand that the majority of the water from Huai Saneng Reservoir is for agriculture use aka rice. Surin City gets most of it domestic water from wells. What I find unacceptable is as low as that res. is the local authorities should be out enforce removing fill and increasing the depth. The Thai government past and present could give a flying fork less about isaan and its water problems. The only thing they want is to pacify the elitist and corrupt pockets of Bangkok.
Similarly, the car has only been washed once in the past couple of months. I recognise that there is a water shortage and I am conserving consumption and restricting wastage..

Been to the reservoir a few times to eat and feed the fish. Quite a shocking transformation
They used to have the best Tom Yam Khung in the district.
They can put on a decent spread very reasonably. I usually just pick at the odd thing in between my Leo
That place ‘turned me on’ to enjoying eating fish, for the first time in my life. Hated the stuff when a kid & back in England but now I try various sea-foods (& freshwater). Back in the day they also had some nice waitresses too.

That is a major plus. But Bangkok stills say fork off isaan.
