Haven't a clue what all the above says, BUT, does the governor of Surin (?official title) have the authority to impose such a penalty? All a bit quick, and I would have thought this was a decision for the court.
 
Funny the sign in red says ปิดปรับปรุง closed for improvements. What ever. Don't ask I did not read the diatribe too long winded.
I may of had to slash my wrists. These legal notes go on and on.
 
Info not exactly from a official/reliable source IMO.
