Urgent need for a Power of Attorney - preferably in English

An English friend has a major and terminal health issue.

As a matter of urgency, he needs a Power of Attorney to be drawn up here to be sent to a UK Insurance company, and there must be a translation provided (unless a local lawyer will issue it in English.)

Has anyone any experience of how to resolve this? He has no time available to waste.
He has lost his ability to speak, is unable to stand - let alone walk - and needs urgent response in the hope of making his remaining life span bearable at a Thai care establishment.

Who does he trust to handle his affairs as his POA ?
