What is this..?

Any ideas what causing this? It’s like a chipping or pealing of the exterior coating and in. One cases interior as well. Any ideas how to fix it or prevent it from getting worse? I’m guessing something wasn’t done right to begin with…

If you blast it with an industrial type pressure washer all the paint will just come straight off well most of it. Then you will have to paint Hydro quick on it. It is a polymer that soaks into the cement that primes the surface for paint and does not allow moisture back in. It comes in two types. A white pigment added so you can see where you have been and just a clear one.

That is what I had to do when I painted here. The only way to cure it
 
So after I pressure wash, prime what ever is exposed then paint or reapply the surface…as new sections appear, do the same till eventually it’s all done? Got it, will make this our project after the rains. I assume the same for indoor as well?

If you pressure wash all of it, most will come off then a little scraping and prime the whole thing
