Irrelevant. That could be up to 15 days before his report date - which was 9th May 2020.

Sorry. I forgot to mention that I did my 90 day report at Kap Cheong last Thursday. 30th April. Sat outside while it was done. No problems. There was a couple of others doing the same.

I would have gotten 90 days from July 31st if my passport and extension didn't expire on the 7th of September.
That sounds eminently logical.
Too logical for Thailand.
I normally manage successfully to do my 90 days online
I arrived back for an overseas trip on the 21st February and tried this morning to do my 90 days on line.
The website allows me to enter the first page of information as normal but after entering the captcha at the bottom it comes up with a message to contact my local Immigration Office.

My 90-day is due this week on 13th May. The following report date, 90 days later, would put me around 11th Aug. I am thinking that I will do a 90-day report on 18th May to buy an extra 5 days. The next report would then be due 16th Aug and, with a 5-day delay, I could then report on 21st Aug. With no information about what is happening at the end of the amnesty, 31st Jul, I do not want to be caught in the rush/crush that is likely to happen after 31st July. I would rather do an 'unnecessary' report and try to escape the mayhem that is likely to happen during the first week of August.
Totally the wrong thinking IMO and against what the authorities are trying to achieve. I understand the temptation for you to want to do that but if I was SI I would refuse to do any 90 day reports (unless linked to an extension).
I have confidence that they will have considered the 'rush' and although I think your earlier numbers are way over-stated I am sure they will stagger ongoing reporting. The secret is to make sure that everyone is able to report online and eliminate the unnecessary traveling that a physical 90 day report involves - better still. just do away with the pointless 90 day reporting altogether. Waste of everyone's time.
Your confidence that 'they' will have thought this through gives me no confidence whatsoever. They have had several years to sort out the online reporting system and still I am unable to accomplish this simple task. And, if you really think the end of the amnesty will bring a well thought out plan to get back to normal, my hands-on experience of the past 16 years, visiting immigration in person 4 or 5 times a year, would suggest otherwise. Whether you agree or disagree with the numbers involved, and they were only an estimate to illustrate the potential size of the problem, the backlog will still run into the thousands. As long as Surin Immigration are permitting 90-day reports, I think I would rather stay on the front foot and do the 90-day report than leave it all to chance come Monday, 3rd August.
Nope! No more irresponsible than travelling up from Ban Saray to Buriram during the lockdown period. The only difference being, I am required to do a 90-day report by law.
